    Major Cities of Europe (MCE) - Conference 2012

    Large, medium and small cities - all face the same challenges: Budgets are tight, citizens want to participate in decision-making processes, they demand better services and new jobs. Local businesses have been hit by the economic crisis and identify growth potential in the public sector.

    How can cities respond to these challenges with the support of their IT departments?

    The 2012 MCE Conference focuses on this question and discusses the topic against the backdrop of innovative information and communication technologies.

    The slogan of the MCE Conference is "IT - Driving the City of Tomorrow?"

    Important topics of the conference are: open government, open data, social networks, cloud computing and smart cities. CIOs and IT managers from Austrian and European cities exchange experiences and discuss lessons learned in interactive workshops.

    Two evening events provide the participants with international networking opportunities in a relaxed atmosphere.

  • European Data Forum 2012

    The European Data Forum (EDF) 2012 will take place on June 6-7, 2012 in Copenhagen (Denmark) at the Copenhagen Business School (CBS). It is a meeting place for industry, research, policymakers and community initiatives to discuss the challenges of Big Data and the emerging Data Economy and to develop suitable action plans for addressing these challenges. Of special focus for the EDF are Small and Medium-sized Enterprises (SMEs), since they are driving innovation and competition in many data-driven economic sectors. The range of topics discussed at the European Data Forum ranges from novel data-driven business models (e.g. data clearing houses), and technological innovations (e.g. Linked Data Web) to societal aspects (e.g. open governmental data as well as data privacy and security).

    EDF is based on a cross-project cooperation of LATC (Linked Open Data Around-the-Clock)LOD2, IKS, and PlanetData. It is supported by the European Commission and brought to you by STI International.

    The international quantum interaction (QI) symposium series provides a unique cross-disciplinary forum for researchers. Quantum Interaction (QI) is an emerging field which is applying quantum theory (QT) to domains such as economics, organisations and social interaction, psychology, artificial intelligence, human language, cognition, information retrieval, biology, political science. The application areas addressed typically operate at a macroscopic scale and could not be considered quantum in a quantum mechanical sense, they may share many key properties with quantum systems including:

    Non-commutativity of measurement, Indeterminacy, Non-separability, Contextuality, Harmonic oscillations.

  • Precaution and proportionality in the management of global environmental change.

    ABSTRACT: The precautionary principle is a mandate to tread cautiously when managing novel threats to the environment or human health. A major obstacle when applying the principle at the international level is disagreement about how precautionary efforts should be constrained to ensure that policy costs are proportional to the attained level of protection. Proportionality is an unresolved question when preliminary evidence precludes decision-makers from assigning probabilities over future events. The paper suggests practical analytical tools for communicating ex ante trade-offs when probabilities are unavailable. The tools could be used to facilitate discussion and compromise when implementing precautionary decisions in international settings where cooperation is important. The approach is demonstrated in an application to climate policy that uses the integrated assessment model DICE (Nordhaus 2008). The paper also situates the task of precautionary decision-making within the broader context of implementing a precautionary response at the international level.
